    @atriskute @atriskute The Mountain Express Lanes are shoulders and not built to withstand the same amounts of traffic as general purpose lanes. The Federal Highway Administration allows for lane use in peak periods. In off peak, the lane turns back into a shoulder for emergency pullovers.
